| Abstract: |
This study assesses the current tax incentives regime in the Philippines. From a cross-country and domestic standpoint, the potency of the current incentives regime is assessed. It is found that within the overall policy framework for investment promotion, tax incentives play a relatively minor role. It is concluded, therefore, that a large amount of wasted government expenditure arises from a policy of emphasizing tax incentives as a major tool for investment promotion. There are large social and economic efficiency costs as well. Policy options for using incentives properly are explored, and the effects of fiscal incentives rationalization are discussed.
